A Amazônia na política externa brasileira: discursos presidenciais e a construção da identidade internacional do Brasil na Assembleia Geral das Nações Unidas (2019-2025)

Abstract

Esta pesquisa analisa como a Amazônia é representada nos discursos proferidos por Jair Bolsonaro (2019–2022) e Luiz Inácio Lula da Silva (2023–2025) na abertura da Assembleia Geral das Nações Unidas, buscando compreender de que forma essas representações contribuem para a (re)construção da identidade internacional brasileira. Fundamentado no construtivismo, especialmente nas contribuições de Nicholas Onuf, e na análise de discurso inspirada em Teun van Dijk, o estudo parte da hipótese de que a Amazônia constitui um recurso simbólico central na projeção internacional do Brasil, cujos significados variam conforme a orientação política dos governos. A pesquisa adota abordagem qualitativa e analisa longitudinalmente os pronunciamentos presidenciais por meio de cinco eixos analíticos: análise do contexto, identificação de grupos e relações de poder, observação da polarização entre “nós” e “eles”, identificação de pressupostos implícitos e exame das estruturas discursivas que enfatizam ou minimizam determinados sentidos. Os resultados demonstram que a Amazônia permanece como elemento constante da inserção internacional brasileira, embora seja mobilizada para sustentar identidades distintas. Nos discursos de Bolsonaro, predomina uma narrativa centrada na soberania, na autonomia decisória e na contestação de críticas externas. Nos pronunciamentos de Lula, a floresta fundamenta uma identidade associada à cooperação internacional, ao multilateralismo, à justiça climática e à liderança ambiental. Conclui-se que a identidade internacional brasileira não foi integralmente reconstruída entre os governos analisados, mas reconfigurada por meio da disputa dos significados atribuídos à Amazônia. O estudo contribui para aproximar os debates sobre identidade internacional, política externa ambiental e análise do discurso nas Relações Internacionais.

This study analyzes how the Amazon is represented in the speeches delivered by Jair Bolsonaro (2019–2022) and Luiz Inácio Lula da Silva (2023–2025) during the opening sessions of the United Nations General Assembly, seeking to understand how these representations contribute to the (re)construction of Brazil’s international identity. Grounded in constructivism, particularly the contributions of Nicholas Onuf, and in discourse analysis inspired by Teun van Dijk, the study is based on the hypothesis that the Amazon constitutes a central symbolic resource in Brazil’s international projection, whose meanings vary according to the political orientation of each government. Adopting a qualitative approach, the research conducts a longitudinal analysis of presidential speeches through five analytical dimensions: contextual analysis, identification of groups and power relations, examination of the polarization between “us” and “them,” identification of implicit assumptions, and analysis of discursive structures that emphasize or downplay specific meanings. The findings show that the Amazon remains a constant element of Brazil’s international engagement, although it is mobilized to support distinct international identities. In Bolsonaro’s speeches, the dominant narrative emphasizes sovereignty, decision-making autonomy, and the rejection of external criticism. In Lula’s speeches, the Amazon underpins an identity associated with international cooperation, multilateralism, climate justice, and environmental leadership. The study concludes that Brazil’s international identity was not entirely reconstructed between the two governments but rather reconfigured through the contestation of the meanings attributed to the Amazon. The research contributes to bringing together the debates on international identity, environmental foreign policy, and discourse analysis within the field of International Relations.
