Deputadas estaduais de Santa Catarina: trajetórias, narrativas e representatividade (1987-2024)

Abstract

A lacuna de mulheres ocupando cargos no campo político institucional é vista como uma fratura na qualidade dos regimes democráticos contemporâneos. Apesar dos avanços, das conquistas dos movimentos feministas e da implementação de mecanismos legais que garantam suas candidaturas nas eleições, a arena política ainda é composta majoritariamente por homens brancos de classe média. Essa situação mantém as mulheres às margens das decisões políticas e contribui para edificar a sub-representação desse grupo. Em Santa Catarina, recorte espacial desta pesquisa, apenas vinte mulheres ocuparam cargos na Assembleia Legislativa Estadual. Esta investigação tem como objetivo compreender a trajetória política destas mulheres; como atuaram politicamente; os motivos que as levaram a se candidatar; suas relações com os partidos políticos; se sofreram situações caracterizadas como violência política de gênero; como equilibraram a esfera doméstica com a pública, entre outros. Para mobilizar tais conhecimentos, a História Oral foi a abordagem metodológica escolhida, assim, foram realizadas entrevistas com doze mulheres, atuais e ex-deputadas estaduais, construindo narrativas que são as fontes desta pesquisa. A investigação se insere no campo de estudos historiográficos da História das Mulheres e Relações de Gênero e da História Global, abarcando também a categoria teórico-metodológica da interseccionalidade. O recorte temporal estipulado inicia em 1987 e se estende até 2024. As fontes demonstram que as mulheres entrevistadas vivenciaram dificuldades específicas por conta do gênero para adentrarem e ocuparem o campo político. Esses obstáculos aparecem em situações como na tentativa de equilibrar a maternidade e a atuação política; na dinâmica intrapartidária e durante o mandato em situações de violência. Além disso, os resultados apontam que exercer mandato político e eleger mulheres em Santa Catarina pode ser especificamente mais conflituoso, devido à forte presença da herança da imigração europeia (não portuguesa), conectada à ideia da supremacia branca e ao avanço do neoconservadorismo em âmbito estadual. Essas práticas configuram-se em pactos patriarcais e racistas e atualmente, colocam o conceito de representatividade política em disputa. Apesar das dificuldades, há mulheres presentes e atuantes na Assembleia Legislativa Estadual, propondo e defendendo projetos de leis voltados aos direitos das mulheres e procurando formas de resistir à presença de pautas antiprogressistas e retrógadas.

Abstract: The lack of women occupying positions in the institutional political arena is seen as a fracture in the quality of contemporary democratic regimes. Despite the advances, the achievements of feminist movements, and the implementation of legal mechanisms that guarantee their candidacies in elections, the political arena is still composed mainly of white middle-class men. This scenario keeps women on the margins of political decisions and contributes to the underrepresentation of this group. In Santa Catarina, the spatial focus of this research, only twenty women have held positions in the Legislative Assembly of the State. This investigation aims to understand the political trajectory of these women; how they acted politically; the reasons that led them to run for office; their relationships with political parties; whether they suffered situations characterized as gender-based political violence; how they balanced the domestic and public spheres, among other issues. To mobilize this knowledge, Oral History was the methodological approach chosen, and interviews were conducted with twelve women, current and former state representatives, constructing narratives that are the sources of this research. The research falls within the field of Historiographical Studies of Women's History and Gender Relations and Global History, also encompassing the theoretical-methodological category of intersectionality. The stipulated time frame begins in 1987 and ends in 2024. The sources show that the women interviewed experienced specific difficulties due to their gender in entering and occupying the political field. These obstacles appear in situations such as attempting to balance motherhood and political activity, in intra-party dynamics, and during their term of office in situations of violence. In addition, the results indicate that exercising political office and electing women in Santa Catarina can be particularly conflictual due to the strong presence of European (non-Portuguese) immigration heritage, connected to the idea of white supremacy, and the advance of neoconservatism at the state level. These practices take the form of patriarchal and racist pacts and currently call into question the concept of political representation. Despite the difficulties, there are women present and active in the Legislative Assembly of the State of Santa Catarina, proposing and defending bills focused on women's rights, and seeking ways to resist the presence of anti-progressive and retrograde agendas.
