O financiamento da educação pública entre 1985 a 1988: uma análise histórica do caso da rede municipal de ensino de Florianópolis-SC

Abstract

Esta pesquisa teve como objetivo analisar os possíveis efeitos da Emenda Calmon no financiamento da educação pública da rede municipal de Florianópolis entre 1985 e 1988, período de redemocratização do Brasil em que a vinculação constitucional de recursos, historicamente suprimida em regimes autoritários, foi restabelecida e ampliada para 25% no âmbito municipal. A metodologia deste trabalho consiste em uma pesquisa qualitativa, com abordagem histórico-documental. A pesquisa enfrentou limitações devido à falta de localização das fontes orçamentárias, mas identificou significativa expansão da rede municipal, especialmente na educação pré-escolar, e uma posição relevante da função Educação e Cultura nas projeções orçamentárias dos triênios analisados (1983-1985 e 1986-1988). Embora não seja possível confirmar o impacto direto da emenda, os dados sugerem relação entre a vinculação e o crescimento da rede. O estudo evidencia como o contexto de redemocratização, somado às mobilizações sociais, foram fundamentais para fortalecer e avançar nas políticas educacionais. Por fim, apontou-se para possibilidade de aprofundamento da temática e necessidade de mais pesquisas sobre financiamento educacional no município, área pouco explorada na historiografia local.

This study aims to analyze the possible effects of the Calmon Amendment on the financing of public education in the municipal network of Florianópolis between 1985 and 1988, a period of redemocratization in Brazil in which the constitutional allocation of resources, historically suppressed under authoritarian regimes, was reestablished and expanded to 25% at the municipal level. The methodology of this study consists of qualitative research with a historical-documentary approach. The research faced limitations due to the lack of budgetary sources, but identified significant expansion of the municipal network, especially in preschool education, and a relevant position for Education and Culture in the budget projections for the three-year periods analyzed (1983-1985 and 1986-1988). Although it is not possible to confirm the direct impact of the amendment, the data suggest a relationship between the link and the growth of the network. The study highlights how the context of redemocratization, combined with social mobilizations, was fundamental to strengthening and advancing educational policies. Finally, it pointed to the possibility of further exploration of the theme and the need for more research on educational financing in the municipality, an area that has been little explored in local historiography.
