Momentos de emancipação em política externa na Bolívia e no Brasil

Abstract

A presente dissertação investiga momentos de emancipação colonial na política externa de Bolívia e Brasil, analisando como estruturas herdadas da colonialidade influenciam decisões diplomáticas e a inserção internacional desses países. Através de uma perspectiva decolonial, o trabalho examina criticamente os elementos de poder ? natureza, gênero e sexualidade, raça, saber e economia ? identificando suas permanências e rupturas ao longo da história, no plano interno e externo, de ambos os países. No caso do Brasil, destaca-se o percurso da política externa entre o final da República Velha até 2012, com ênfase nos períodos de maior afirmação autônoma, como a Política Externa Independente, o pragmatismo responsável durante a ditadura e a diversificação de parcerias dos primeiros governos Lula. Na Bolívia, a análise centra-se no impacto da revolução de 1952, na Constituição de 2009 e no primeiro governo de Evo Morales. Ao articular teoria decolonial com análise histórica, a dissertação propõe uma leitura crítica sobre as possibilidades e limitações da política externa latino-americana enquanto ferramenta de emancipação frente à colonialidade do poder.

Abstract: This master?s thesis investigates moments of colonial emancipation in the foreign policies of Bolivia and Brazil, analyzing how structures inherited from coloniality influence diplomatic decisions and the international positioning of these countries. Through a decolonial perspective, the study critically examines the elements of power?nature, gender and sexuality, race, knowledge, and economy?identifying their continuities and ruptures throughout the internal and external history of both nations. In the case of Brazil, the analysis highlights the trajectory of foreign policy from the end of the Old Republic until 2012, with emphasis on periods of greater autonomous assertion, such as the Independent Foreign Policy, the ?responsible pragmatism? during the military regime, and the diversification of partnerships under the first Lula administrations. In Bolivia, the study focuses on the impact of the 1952 revolution, the 2009 Constitution, and the first governments of Evo Morales. By combining decolonial theory with historical analysis, the thesis offers a critical perspective on the possibilities and limitations of Latin American foreign policy as a tool for emancipation in the face of the enduring structures of colonial power.
