Estratégias de incentivo à participação nos colegiados do IFSC

Abstract

A estrutura colegiada nos Institutos Federais de Educação, Ciência e Tecnologia (IFs) tem suas bases instituídas pela Constituição Federal (CF), pela Lei de Diretrizes e Bases da Educação (LDB) e pela Lei de criação dos IFs de nº 11.892/2008, que instituem os colegiados como instâncias que instrumentalizam a tomada de decisão participativa nessas instituições. Dificuldades em torno da motivação da comunidade acadêmica, em fazer parte dessa estrutura participativa, têm ocasionado reflexos na composição dos órgãos colegiados no Instituto Federal de Santa Catarina (IFSC). Nesse contexto, levantou-se a seguinte pergunta de pesquisa: quais as influências na motivação para participação nos colegiados do IFSC? Para responder a essa pergunta, definiu-se como objetivo geral analisar a motivação para participação nos colegiados do IFSC, desdobrando-se nos seguintes objetivos específicos: a) descrever os principais colegiados existentes no IFSC; b) verificar o envolvimento dos membros nos colegiados do IFSC; c) identificar os fatores influentes na participação dos membros nos colegiados do IFSC; e d) propor estratégias que estimulem a comunidade do IFSC a serem membros dos colegiados da instituição. A pesquisa caracteriza-se como abordagem qualitativa, de natureza aplicada, sendo exploratória e descritiva, quanto aos seus objetivos, e constituindo um estudo de caso. Por meio da análise documental e da realização de 18 entrevistas com os atuais membros de quatro colegiados selecionados ? Conselho Superior (CONSUP), Colegiado de Ensino, Pesquisa e Extensão (CEPE), Colegiado de Desenvolvimento de Pessoas (CDP) e Comissão Central Própria de Avaliação (CPA) ?, buscou-se responder à pergunta de pesquisa e alcançar os objetivos delimitados. Os resultados possibilitaram descrever os colegiados estudados a partir dos regimentos e teorias (objetivo a); verificar o envolvimento dos membros durante o mandato em que se obteve as principais contribuições a partir da percepção dos membros (objetivo b); e identificar os fatores que afetam a participação (objetivo c). Assim, constatou-se que os fatores influentes na participação dos membros nos colegiados dividem-se em motivações e fatores que afetam a motivação para participação. Dentre os resultados encontrados, as motivações incluem: necessidades e interesses pessoais e profissionais; afinidade de propósito com o grupo e com a instituição, adentrando o senso de pertencimento; e a possibilidade de construir conhecimento e contribuir com a instituição. No que concerne aos fatores que interferem na motivação para participação, destacam-se: desconhecimento do papel dos colegiados; desinteresse; sobrecarga de trabalho; falta de apoio; comunicação ineficaz; conhecimento insuficiente diante de temas complexos; capacitações insuficientes; clima e posturas; dificuldades de organização do tempo e carga horária incompatível; e, por fim, distanciamento social e geográfico. Assim, quanto ao objetivo d, propôs-se melhorar a comunicação, ofertar formações para a comunidade, de acordo com o público, ações de aproximação dos colegiados dos campi, valorização da sua importância e melhoria das condições de trabalho dos membros. Conclui-se que, embora existam desafios para a participação nos colegiados, é possível, com algumas ações, potencializar o interesse na participação e reduzir as barreiras que afetam as contribuições dos membros nas instâncias colegiadas do IFSC.

Abstract: The collegiate structure in the Federal Institutes of Education, Science, and Technology (IFs) is grounded in the Federal Constitution (CF), in the Law of Lines of Direction and Bases of the Education (LDB) and the Law of Creation of IFs no. 11.892/2008, establishing the colligate bodies as instances of instrumentalizing participatory decision-making in these institutions. Difficulties involving the motivation of the academic community in participating in this participatory structure have reflected in the composition of collegiate bodies at the Federal Institution of Santa Catarina (IFSC). In this context, we have raised the following question: what are the influences on the motivation to participate in collegiate bodies at IFSC? To answer this question, we have set as our general objective the analysis of the motivation to participate in IFSC collegiate bodies, unfolding in the following specific objectives: (i) to describe the main collegiate bodies in IFSC, (ii) to verify the engagement by the members to the collegiate bodies at IFSC, (iii) to identify the influencing factors in the participation by the members in the IFSC collegiate bodies, and (iv) to propose strategies stimulating the IFSC community to become members from that institution collegiate bodies. This research is presented as a qualitative approach, with an applied character, by being exploratory and descriptive in terms of its goals; therefore, it constitutes a case study by means of documental analysis and the realization of 18 interviews with the current members from the target collegiate bodies, namely, Superior Council (CONSUP), Collegiate body of Teaching, Research, and Extension (CEPE), Collegiate boyd of People Development (CDP), and Central Internal Evaluation Committee (CPA). Therefore, we aimed to answer our research question, and to achieve our set objectives. Our results allowed us to describe the examined collegiate bodies based on the internal regulation and theories (objective (i)): to verify the engagement of the members during the term where the main contribution coming from members? perception was obtained (objective (ii)); to identify the factors affecting the participation (objective (iii)). Thus, we observed that the influencing factors on the members? participation in collegiate bodies split off in motivation and factors affecting the motivation to participate. Among the results, motivation includes personal and professional needs and interests, affinity with the purpose of both the group and the institution due to the sense of belonging, and the possibility of building knowledge and contributing to the institution. As regards the factors affecting the motivation for participation, we highlight the lack of awareness of the role of collegiate bodies, lack of interest, work overload, lack of support, ineffective communication, insufficient expertise in the face of complex issues, insufficient qualification, environment and attitudes, struggles with time management and incompatible workload, social and geographic distance. Thus, as regards the objective (iv), we proposed the enhancement of communication, possibility of qualification by the community according to the public strategies to bring collegiate bodies across campuses closer together, appreciation of their importance, and improvement of members? working conditions. Therefore, we conclude that, although there are challenges to participation in collegiate bodies, it is possible to potentialize the interest of participation and to reduce the factors affecting the members? contribution to the IFSC collegiate bodies with some actions.
