Efetividade da atuação do Conselho Municipal de Direitos de Lésbicas, Gays, Bissexuais, Transexuais e Travestis (CMDLGBT) de Florianópolis

Abstract

Por meio de uma aproximação sensível, a pesquisa objetiva trazer à superfície discussões sobre a efetividade da atuação do Conselho Municipal de Direitos de Lésbicas, Gays, Bissexuais, Travestis e Transexuais (CMDLGBT) de Florianópolis. O CMDLGBT é um espaço de participação e gestão popular, de caráter consultivo, propositivo, deliberativo e fiscalizador de políticas públicas para pessoas LGBTs. É um espaço permeado por conflitos de interesses e que exige a organização coletiva como forma de luta e resistência ao avanço de políticas neoliberais e discursos fundamentalistas e conservadores. O estudo possui um recorte temporal estabelecido entre os anos 2016 e 2023 e utiliza técnicas de observação participante, entrevista semiestruturada e pesquisa documental como corpo da discussão. A observação participante foi realizada entre os meses julho, agosto, setembro e outubro de 2023. As entrevistas foram aplicadas às três pessoas que compuseram a presidência do CMDLGBT durante o período estabelecido. A pesquisa documental utilizou as publicações disponíveis na rede social Instagram e nas plataformas virtuais de busca Câmara Municipal, Leis Municipais e Diário Oficial do Município. A triangulação de dados permitiu uma complexa discussão sobre a efetividade da participação, as principais demandas do movimento LGBT, os principais desafios e as grandes conquistas à época da análise. A atuação do Conselho Municipal de Direitos de Lésbicas, Gays, Bissexuais, Travestis e Transexuais possibilitou a divulgação de informações e dados; planejamento e atualização de fluxos de atendimento; a ampliação das percepções baseadas no senso comum; a formação e capacitação das e dos trabalhadores municipais; a oxigenação de saberes e práticas; a ampliação do acesso às políticas públicas; a absorção de novos quadros militantes e outras tantas potências. Sua articulação com os movimentos sociais e suas associações, com as Secretarias Municipais e a gestão municipal é essencial nesta trajetória em direção à cidadania de pessoas LGBTs. Durante o período de análise foi possível observar que é em um contexto hostil que é feita a resistência e o avanço neste percurso de incansáveis batalhas e árduas conquistas. A falta de recursos específicos é uma realidade permanente no CMDLGBT. A criação de um Fundo Municipal LGBT é uma reivindicação histórica que extrapola o colegiado e invade a Câmara Municipal, mas é constantemente freado e impedido de avançar.

Abstract: Through a sensitive approach, the research aims to bring to the surface discussions about the effectiveness of the activities of the Municipal Council for the Rights of Lesbians, Gays, Bisexuals, Transvestites and Transsexuals (CMDLGBT) of Florianópolis. CMDLGBT is a space for popular participation and management, with a consultative, propositional, deliberative and monitoring nature of public policies for LGBT people. It is a space permeated by conflicts of interests and which requires collective organization as a form of struggle and resistance to the advancement of neoliberal policies and fundamentalist and conservative discourses. The study has a time frame established between the years 2016 and 2023 and uses participant observation techniques, semi-structured interviews and documentary research as the body of the discussion. Participant observation was carried out between the months of July, August, September and October 2023. The interviews were carried out with the three people who made up the presidency of CMDLGBT during the established period. The documentary research used publications available on the social network Instagram and on the virtual search platforms Municipal Council, Municipal Laws and Official Gazette of the Municipality. Data triangulation allowed a complex discussion about the effectiveness of participation, the main demands of the LGBT movement, the main challenges and the great achievements at the time of the analysis. The activities of the Municipal Council for the Rights of Lesbians, Gays, Bisexuals, Transvestites and Transsexuals enabled the dissemination of information and data; planning and updating service flows; the expansion of perceptions based on common sense; the training and qualification of municipal workers; the oxygenation of knowledge and practices; expanding access to public policies; the absorption of new militant cadres and many other powers. Its articulation with social movements and their associations, with Municipal Secretariats and municipal management is essential in this trajectory towards citizenship for LGBT people. During the period of analysis it was possible to observe that it is in a hostile context that resistance and advancement are made on this path of tireless battles and arduous conquests. The lack of specific resources is a permanent reality in CMDLGBT. The creation of a Municipal LGBT Fund is a historic demand that goes beyond the collegiate body and invades the City Council, but is constantly slowed down and prevented from moving forward.
