Evolução Dos Debates De Segurança Humana No Sistema Internacional: estudo de caso sobre ruanda e srebrenica

Abstract

O objetivo da pesquisa seráfazer uma construçãoevolução da segurança humana dentro do cenário internacional, focando mais interação no âmbito da ONU e mais especificamente do Conselho de Segurança. Para isso seráfeito um levantamento dos principaisdocumentoslançados sobre o tema na durante o períodode 1990 até oiníciodos anos 2000, analisando o que cada um deles trazde mais relevante para o desenvolvimento dos debates. Ecomo forma de sustentar os argumentos, seráfeito dois estudos de caso sobre conflitos na décadade 90 que se mostraram importantespara as mudanças de paradigma da segurança humana, principalmentedentro das operações de manutenção da paz da ONU.O estudo seráembasadono genocídio de Ruanda em 1994 e no massacre de Srebrenica em1995 que foi parte da guerracivil na ex-Iugoslávia, incialmente seráfeito uma revisão histórica através de documentos para contextualizar os conflitos e posteriormenteseráfeito a análisedas ações do Conselho de Segurançaedas respectivas missões de paz em cada paísatravés das resoluções publicados no ano dos fatos estudados,para compreender de que forma a ONU age em tais casose como poderia melhorar a proteção dos civis.O trabalho pretende constatar de que modo a segurança humana evoluiu entre 1990 e iníciodos anos 2000 para aprimoraras operações de paz.

The objective of the research will be to build an evolution of human security within the international scenario, focusing on more interaction within the UN and more specifically the Security Council. For this, a survey will be made of the main documents released on the subject in the period from 1990 to the beginning of the 2000s, analyzing what each one of them bringsof more relevance to the development of debates. And as a way of sustaining the arguments, two case studies will be done on conflicts in the 90sthat proved to be important for paradigm shifts in human security, mainly within UN peacekeeping operations. The study will be based on the Rwanda genocide in 1994 and the Srebrenica massacre in 1995, which was part of the civil war in the former Yugoslavia, initially a historical review will be made through documents to contextualize the conflicts and later an analysis of the actions of the Security Council and the respective peace missions in each country through the resolutions published in the year of the facts studied, to understand how the UN acts in such cases and how it could improve the protection of civilians. The work intends to verify how human security evolved between 1990 and the beginning of the 2000s to improve peacekeeping operations.
