Direito à saúde de mulheres e meninas refugiadas em campos de refúgio sob a ótica da bioética

Abstract

Definido pela Convenção da Nações Unidas, o refúgio é um direito de toda pessoa que, em razão de temores de perseguição, encontra-se fora do seu país. Na última década, o número de pessoas em situação de refúgio teve um crescimento expressivo. Uma parte dessa população é representada por mulheres e meninas, que, em condições adversas de deslocamento forçado, apresentam condições de saúde fragilizadas. Foi realizada uma revisão de escopo na literatura científica nacional e internacional, com o objetivo de analisar como o acesso aos serviços de saúde para mulheres e meninas em situação de refúgio tem sido garantido por organismos internacionais e Estados acolhedores, à luz da bioética, sob a proteção do Alto Comissariado das Nações Unidas para os Refugiados (ACNUR) e United Nations Relief Works Agency for Paletine Refugees in the Near East. (UNRWA). A partir da busca nas bases PUBMED, SCOPUS, WEB OF SCIENCE, CINAHL, LILACS, SCIELO, foram encontrados 932 artigos sobre o tema, que baseado nos critérios de inclusão/exclusão resultaram em 37 artigos selecionados. Os resultados apontaram as principais doenças relatadas por mulheres e meninas refugiadas, os serviços ofertados dentro das comunidades e unidades de saúde, inclusive as violências vivenciadas. Tais resultados foram discutidos à luz dos Direitos Humanos como referência e a bioética da proteção, com destaque para a crítica às violações sofridas pelas mulheres e meninas refugiadas.

Abstract: Defined by the United Nations Convention, refuge is a right of every person who, due to fears of persecution, finds himself outside his country. In the last decade, the number of people in shelter has grown significantly. A part of this population is represented by women and girls, who, in adverse conditions of forced displacement, present fragile health conditions. A scope review was carried out in the national and international scientific literature, with the aim of analyzing how access to health services for women and girls in a situation of refuge has been guaranteed by international organizations and welcoming States, in the light of bioethics, under the protection of the United Nations High Commissioner for Refugees (UNHCR) and United Nations Relief Works Agency for Paletine Refugees in the Near East. (UNRWA). From the search in the PUBMED, SCOPUS, WEB OF SCIENCE, CINAHL, LILACS, SCIELO databases, 932 articles on the topic were found, which based on the inclusion / exclusion criteria resulted in 37 selected articles. The results pointed out the main diseases reported by refugee women and girls, the services offered within communities and health units, including the violence experienced. Such results were discussed in the light of Human Rights as a reference and the bioethics of protection, with emphasis on the criticism of the violations suffered by refugee women and girls.
