Valorização do trabalho e do trabalhador na atenção básica: revisão sistematizada sobre experiências de mudanças nas práticas de saúde

Abstract

O presente estudo tem como objetivo analisar as contribuições e interferências da diretriz "valorização do trabalho e do trabalha-dor", proposta pela Política Nacional de Humanização da Atenção e da Gestão do Sistema Único de Saúde (PNH), na produção de mudanças nas práticas de saúde no âmbito da Atenção Básica. Realizou-se revisão sistematizada de literatura nos portais BVS (Biblioteca Virtual em Saúde): 1) LILACS (Literatura Latino-Ameri-cana e do Caribe em Ciências da Saúde), 2) MEDLINE (Medical Literature Analysis and Retrieval System Online). No portal da Sci-ELO (Scientific Electronic Library Online). E Pubmed, que é um serviço da U. S. National Library of Medicine (NLM). Para a con-sulta nas bases foram utilizadas os descritores referentes a tra-balho e em três idiomas (português, espanhol e inglês). A busca abrangeu o período de 2003 a 2016, considerando a criação da PNH em 2003. Ao final, 56 artigos foram localizados, dos quais 25 foram selecionados por estarem relacionados ao objetivo deste trabalho. Os resultados foram agrupados em duas categorias: o trabalho e as mudanças emergentes na atenção básica e desa-fios persistentes para a valorização do trabalho e do trabalhador . Destaca-se a importância da discussão crítica dos dados com di-versos referenciais teóricos, pois a análise isolada, por qualquer que seja a área, corre o risco de ser tendenciosa e assim, fragilizar os resultados.

Abstract : The present study aims to analyse the contribution and interfe-rence of the guideline "valorisation of the work and the worker", proposed by the National Humanization Policy, for the creation of changes in health practices in the scope of Primary Care. In order to reach the objective, a systematized literature review was carried out in the database VHL (Virtual Health Library), LILACS (Latin American and Caribbean Literature in Health Sciences), SciELO (Scientific Electronic Library Online), MEDLINE (Medical Literature Analysis and Retrieval System Online) and Pubmed, which is a service from the U. S. National Library of Medicine (NLM). For the consultation in the databases three reference descriptions related to work were used in three languages (Portuguese, Spanish and English). The search predominated between 2003 and 2016, when the National Humanization Policy was created. Fifty-six papers were selected for reading and twenty-five were analysed due to the similarities with the aim of this study. The results were grouped into two categories: "work and the emerging changes in primary care" and "persistent challenges to the valorisation of the work and the worker. It is important to highlight the critical discussion of the data with several theoretical references, because the isolated analysis, in whatever the field, it is likely to be biased and thus weaken the results.
