Mulheres na política: trajetórias das vereadoras titulares em Florianópolis (Brasil)

Abstract

Este estudo analisa a trajetória política de seis mulheres que fazem parte da história do Município de Florianópolis, porque até o presente momento foram as únicas eleitas vereadoras titulares. A primeira vereadora que adentrou na Câmara Municipal, na condição de suplente, foi Olga Brasil em 1960. Depois dela, 23 anos mais tarde, em 1983, Clair Castilhos é eleita a primeira mulher vereadora titular em Florianópolis. De 1983 a 2000 apenas cinco mulheres assumiram o exercício parlamentar na Câmara Municipal: Clair Castilhos, Zuleika Mussi Lenzi, Jalila El Achkar, Angela Amin, e Liacarmen Kleine. Na legislatura de 2001-2004 nenhuma mulher foi eleita. Entre 2005 e 2008, Angela Albino cumpriu mandato como vereadora titular. Nas duas legislaturas seguintes (2009-2012 e 2013-2016), não tivemos nenhuma vereadora titular no parlamento municipal. Este trabalho sustenta-se nas epistemologias feministas, que une a ?perspectiva situada? (Dona Haraway, 1995) e evidencia ?o ponto de vista feminista? (Sandra Harding, 1996), numa pesquisa qualitativa e interdisciplinar. Realizamos entrevistas com as vereadoras titulares, na modalidade trajetórias de vida, utilizando um fio condutor que resgatou suas origens familiares, os primeiros contatos com a política e, na sequência, o exercício do mandato parlamentar, os conflitos e as prioridades que tiveram durante suas atuações no legislativo municipal. Por meio de uma análise comparativa entre os sistemas eleitorais do Brasil e do México avaliamos as limitações das leis de cotas de gênero na política. Apesar dos aparentes avanços para as mulheres no último século, é inegável que ainda sofremos discriminações em todos os lugares, e, portanto, trazemos uma reflexão sobre a importância do empoderamento das mulheres, a fim de que as mulheres possam representar seus interesses de uma forma mais substantiva, nos espaços de decisão política. O trabalho se referencia na literatura sobre o tema, sugerindo pactos intragêneros e intergênero para o acesso de mais mulheres nas instâncias de direção partidária, onde possam adquirir experiência e acumular capital político, aumentando as chances de êxito eleitoral enquanto candidatas.<br>

Abstract : This study analyzes the career of six political women that are part of the history of Florianópolis, once, until now, they were the only elected holders councillors. The first councillor woman of the Florianópolis Municipal Council was Olga Brasil in 1960, as an alternate. After her, 23 years later, in 1983, Clair Castilhos was elected the first holder councillor woman in Florianopolis. From 1983 to 2000, only five women took the parliamentary position at the Municipal Council: Clair Castilhos, Zuleika Mussi Lenzi, Jalila El Achkar, Angela Amin and Liacarmen Kleine. During the legislature between 2001 to 2004 no woman was elected. Between 2005 to 2008, Angela Albino held the position of Councillor woman as a holder. In the following two legislatures (2009 to 2012, and 2013 to 2016), there was no holder concillor women at the municipal parliament. This work holds up in feminist epistemology, which joins the 'situated perspective' (Dona Haraway, 1995) and brings to the light 'the feminist perspective' (Sandra Harding, 1996), in a qualitative and interdisciplinary research. The author has conducted interviews with six councillors holders, with a ?life story? method, using a common thread that has rescued their family origins, their first contact with politics and, at last, the exercise of the parliamentary mandate; the conflicts and the priorities they had during their performances in the municipal legislature. Through a comparative analysis of the electoral systems of Brazil and Mexico, the author has evaluated the limitations of gender quota laws in politics. Despite the apparent advances for women in the last century, it is undeniable that they still suffer discrimination everywhere and that is why the author proposes a reflection about the importance of empowering women, so that women can represent their interests in a more substantive way in spaces for political decision. The work is based on in the literature about the subject, suggesting an inter-gender pact for giving more access of women to the instances of the party leadership, where they can get experience and accumulate political capital, increasing their chances of being succeed as electoral candidates.
