<title>A coalizão transnacional antigênero no Ocidente: a evolução dos discursos do Vaticano sobre gênero</title>
<link>https://repositorio.ufsc.br/handle/123456789/276773</link>
<description>A coalizão transnacional antigênero no Ocidente: a evolução dos discursos do Vaticano sobre gênero
This research analyzes the positions of the Popes of the Catholic Church on gender-related issues, seeking to understand whether there is a continuity or a rupture in the discourses promoted by the Vatican. The central research question is: \"Since the pontificate of John Paul II, how has the Vatican's position on gender and sexuality-related issues evolved?\" The objectives of the dissertation include: (1) analyzing the diffusion of anti-gender discourse from a context of political and social strengthening of social movements advocating for greater gender equality; (2) investigating the role of the Vatican, as an actor in the transnational anti-gender movement, in promoting a socially dominant anti-gender discourse; (3) contextualizing the Vatican's position and actions, historically, regarding gender-related issues; (4) examining and comparing the discourses of each Pope, positioning them as more anti-gender or more pro-gender equality. The argument developed is that, amidst the global advancement of gender agendas promoted by feminist and LGBTQIAPN+ movements, the Holy See, particularly during the pontificate of Pope Francis, adapted its discourse and strategies for disseminating Christian sexual morality, adopting a seemingly more gender-sensitive language on some issues, but which still retains a strongly conservative stance at its root. Furthermore, the central role of the Vatican as an actor in the transnational anti-gender coalition formed from the discussion and decision-making platforms of the international community is discussed. The methodology combines discourse analysis and comparative analysis of speeches, letters, and documents produced during the pontificates of John Paul II, Benedict XVI, and Francis, as well as the analysis of qualitative data obtained from the investigation of 7,962 speeches delivered throughout the three papal administrations selected as a time frame.

<link>https://repositorio.ufsc.br/handle/123456789/275639</link>
In recent years, a notable expansion of liberal institutes has been observed in Latin America, particularly through the support of the Atlas Economic Research Foundation (Atlas Network), which currently brings together 581 partner organizations worldwide, including 121 in Latin America and the Caribbean (Atlas, 2023). This research analyzed the activities of the Atlas Network and its partners in the Southern Cone as private apparatuses of hegemony fundamental to the reproduction of Latin American dependency, based on the financial grants report published by Atlas in 2020?the only document of its kind made publicly available and later removed from its website. The study examined the Latin American institutes funded during that period, with emphasis on the countries of the Southern Cone (Brazil, Argentina, Chile, Paraguay, and Uruguay), investigating their organizational structures, methods of operation, implemented projects, and the role of their leaders and members in articulating regional and transnational networks of influence. The restricted dissemination and subsequent removal of the report reveal Atlas?s lack of transparency regarding the funding of its partners, making it difficult to access precise information on resource flows, strategic priorities, and criteria for selecting supported organizations. The analysis sought to understand the trajectories of these individuals through their social relations, professional paths, academic backgrounds, international experiences, and connections to the liberal movement, combining social network analysis, document tracing, content analysis, and historical-narrative reconstruction. The central hypothesis argues that Latin American dependency, beyond its structurally subordinate insertion into the global economy, is continuously renewed through the circulation of ideas, the formation of consensus, and the action of private apparatuses of hegemony, among which Atlas and its partners stand out. In this context, the historical analysis of the Atlas Network, its funders, and its organic intellectuals highlights the construction of a transnational infrastructure of hegemony capable of coordinating resources, policies, and the formation of intellectual and political cadres committed to neoliberalism in the region. Acting as a mediator within a network of neoliberal think tanks, Atlas plays a strategic role in producing, financing, and disseminating policy formulations, training leadership, articulating influence networks, and promoting events, courses, and programs that consolidate a neoliberal rationality, naturalizing a specific political-economic project and legitimizing market-oriented practices and public policies aligned with this vision. The results indicate that this activity constitutes a central mechanism for the reproduction of dependency, articulating coercion and consensus through the formation and action of peripheral elites linked to a neoliberal agenda, demonstrating that the maintenance of this condition depends not only on external economic factors but also on the active production of political-cultural consensus that naturalizes and legitimizes Latin America?s subordinate insertion into the global order.

The present study focuses on the performance of the national armed forces in the border region of the Legal Amazon in the post-redemocratization period, delimited between the years 1985 and 2015. The general objective of the work is to analyze the conduct of the military institution in this strategic area, historically characterized in the military imagery by its vulnerability due to its vast territorial extension, low demographic density and international covetousness, seeking to identify changes in the actions it performed from the evaluation of three central initiatives: the North Calha Project (1985), the Amazon Surveillance System (SIVAM) (2002) and Operation Ágata (2011). The hypothesis of the research is that legislative changes occurred after redemocratization allowed a greater involvement of the Armed Forces in public security actions, leading to an ostensible and repressive action, especially against trafficking illicit, on the border of the Legal Amazon. Methodologically, the research was structured through literature review, survey of normative aspects in constitutional and infra-constitutional legislation and documentary analysis of public data released by the Ministry of Defense.

This thesis analyzes the role of partner institutes of the Atlas Network in Argentina and Chile in the production, circulation, and legitimation of neoliberal ideas in Latin America. From a theoretical perspective, the study engages with the contributions of Antonio Gramsci and Pierre Bourdieu, mobilized as a way to problematize the often abstract use of categories such as ?interests? and ?classes? in part of the neo-Gramscian literature. The work is based on the hypothesis that institutes linked to the Atlas Network operate as institutional devices responsible for the production and circulation of symbolic capital, contributing to the legitimation of neoliberal agendas and to the expansion of the influence of certain agents within the intellectual, media, and political fields. Methodologically, the study involved the construction of a database containing biographical information on members and leaders of the institutes analyzed in Argentina and Chile, considering aspects such as academic background, professional trajectories, institutional affiliations, and participation in transnational networks. These data were systematized through tables, graphs, and social network analyses, in addition to the consultation of institutional documents and materials obtained through fieldwork conducted in the Atlas Network archives at the Hoover Institution. The research showed that partner institutes of the Atlas Network in Argentina and Chile operate as intellectual infrastructures aimed at the production, circulation, and legitimation of neoliberal ideas. These spaces articulate agents situated in the intellectual, media, economic, and political fields, converting transnational resources ? such as academic credentials, funding, institutional networks, and symbolic capital ? into instruments of influence in public debate and policy-making. By transforming certain economic principles into legitimate references in the public sphere, these networks contribute to making neoliberal-oriented projects politically viable within the state field. In this context, the rise of leaders such as Javier Milei in Argentina and José Antonio Kast in Chile can be understood as part of a broader social process associated with the consolidation of these institutional and intellectual networks in the region.
