Um Aporte ao sistema contábil gerencial ambiental: elaboração e aplicação parcial do novo sistema em clínica hospitalar

Abstract

A necessidade de gestão ambiental nas organizações abordando as dimensões do desenvolvimento sustentável deve utilizar sistemas que lhe possibilitem trabalhar com estas variáveis e gerando informações aos gestores. Assim, o estudo da metodologia destes sistemas é uma forma de buscar melhores formas de gerar estas informações. Sendo assim, esta pesquisa tem como objetivo geral analisar o SICOGEA (Sistema Contábil Gerencial Ambiental) propondo melhorias ao sistema. Neste sentido, o estudo enquadra-se metodologicamente como descritivo e metodológico, com análise de dados qualitativa. Já, sua trajetória metodológica consistiu em primeiramente realizar uma fundamentação teórica acerca do tema abordado, seguindo para uma análise das convergências e divergências das aplicações do SICOGEA, e análise da estrutura do método, apresentando a estrutura metodológica do SICOGEA Geração 2, com outras formas de indicadores e nova estrutura da lista de verificação. E, para verificar a efetividade dos itens modificados, mais precisamente em sua Etapa 3, Primeira Fase Ação 1; realizou-se uma aplicação em uma instituição hospitalar, com estes itens alterados. Na análise dos dados empíricos, identificaram-se dois estudos, sendo que, o primeiro buscou verificar nas aplicações realizadas com o SICOGEA, as convergências e divergências existentes, possibilitando conhecimento de como estavam sendo as aplicações do método até o momento. E, ainda em outra fonte secundária, verificou-se o estudo realizado na estrutura do sistema, que resultou em propostas realizadas pelos pesquisadores. Como resultados obtiveram-se a proposta metodológica do SICOGEA Geração 2, com as etapas, fases e ações a serem realizadas na aplicação do mesmo, sendo os principais resultados: alteração na estrutura da lista de verificação; lista divida por Grupos-chave e Subgrupos; inclusão de Questões-chave nos itens da lista; forma de respostas de 0 (zero) a 5 (cinco); atribuição de pontos diferentes por questão a critério do analista; inclusão da planilha de ponderação; outra estrutura de indicadores; inclusão de duas fórmulas para identificar os índices de eficiência dos itens; e sugestão de estrutura do 5W2H para as aplicações futuras. E, ainda, a aplicação em um hospital, sendo que, o mesmo demonstrou-se segundo o método, com um desempenho considerado Bom, com 66,29% de sustentabilidade, identificando como prioridades os subprocessos "Fornecedores e Marketing - Responsabilidade Sócio-Ambiental".

The need for environmental management in organizations addressing the dimensions of sustainable development must use systems that allow them to work with these variables and generating information to managers. Already, the study of the methodology of these systems is one way to find better ways to generate this information. Thus, this research aims at analyzing the SICOGEA (Environmental Management Accounting System) proposes improvements to the system. In this sense, the study fits methodologically as descriptive and methodological, with analysis of qualitative data. Already, his career consisted primarily methodological perform a theoretical foundation about the subject matter, according to an analysis of similarities and differences of applications SICOGEA and structure analysis method, presenting the methodological framework of SICOGEA - Geração 2, with other forms indicators and new structure of the checklist. And to verify the effectiveness of modified items, more precisely in its Step 3, First Stage - Act 1, we held a demonstration at a hospital, with these items changed. In the analysis of empirical data, we identified two studies, with the first aimed to verify the application with the SICOGEA, convergences and divergences, providing knowledge of how they were being applications of the method so far. And in yet another secondary source, there has been a study in structure of the system, which resulted in proposals made by the researchers. The results obtained with the proposed methodology SICOGEA - Geração 2, with the steps, phases and actions to be taken in its application, the main results: change in the structure of the checklist, list split by key groups and subgroups and the inclusion of key issues on the list entries, form of responses from 0 (zero) to 5 (five), awarding points for different issue to the discretion of the analyst; inclusion of spreadsheet programs; other structure indicators, including two formulas to identify the efficiency indices of the items, and suggestion of the 5W2H framework for future applications. And yet, the application in a hospital, and the same was shown by the method, with a performance described as "good", with 66.29% of sustainability, identifying as priorities subprocesses "Suppliers" and "Marketing" - Social and Environmental Responsibility.
