A expansão da micro e minigeração distribuída (MMGD), especialmente da geração solar fotovoltaica, intensificou os debates sobre os impactos econômicos e tarifários da geração distribuída no setor elétrico brasileiro, principalmente em relação à sustentabilidade econômico-financeira das distribuidoras. Nesse contexto, destaca- se a hipótese da “espiral da morte tarifária”, segundo a qual a redução do mercado faturado das distribuidoras poderia provocar aumento das tarifas de energia elétrica, incentivando a adesão de novos consumidores à autoprodução de energia. Diante desse cenário, este trabalho investigou se os indicadores analisados da Celesc Distribuição S.A. (Celesc-D) apresentaram comportamento compatível com os efeitos associados à hipótese da espiral da morte tarifária no período entre 2016 e 2025, considerando especialmente o contexto regulatório introduzido pela Lei no 14.300/2022. A pesquisa possui caráter quantitativo e descritivo, desenvolvida por meio da análise de séries temporais relacionadas à evolução da MMGD, do mercado faturado, da Receita de Distribuição (Parcela B), da Tarifa de Uso do Sistema de Distribuição (TUSD) e do desempenho operacional da distribuidora. Os dados foram obtidos em bases públicas da Agência Nacional de Energia Elétrica, Empresa de Pesquisa Energética, Instituto Brasileiro de Geografia e Estatística e relatórios financeiros da Celesc-D, sendo analisados por meio de representação gráfica, análise de dispersão e regressão linear simples. Os resultados evidenciaram crescimento expressivo da MMGD em Santa Catarina, sem sinais claros de deterioração estrutural do mercado faturado ou do desempenho operacional da distribuidora. Paralelamente, verificou-se crescimento da TUSD em valores reais e manutenção da capacidade de recuperação da Receita de Distribuição. Assim, embora parte do comportamento tarifário observado seja compatível com mecanismos discutidos pela literatura da utility death spiral, não foram identificadas evidências suficientes para confirmar a ocorrência estrutural da hipótese na área de concessão da Celesc-D no horizonte temporal analisado. Além disso, os resultados indicam que as alterações introduzidas pela Lei no 14.300/2022 não produziram efeitos significativos sobre o equilíbrio econômico da distribuidora nos anos imediatamente posteriores à sua promulgação, em razão do período de transição e do escalonamento de encargos previstos pelo marco legal. |

The expansion of micro and mini distributed generation (MMGD), particularly solar photovoltaic generation, has intensified debates regarding the economic and tariff impacts of distributed generation on the Brazilian electricity sector, especially with regard to the economic and financial sustainability of distribution companies. In this context, the “tariff death spiral” hypothesis stands out, according to which a reduction in distributors’ billed market could lead to higher electricity rates, encouraging new consumers to adopt self-generation. Given this scenario, this study investigated whether the analyzed indicators of Celesc Distribuição S.A. (Celesc-D) exhibited behavior consistent with the effects associated with the tariff death spiral hypothesis during the period between 2016 and 2025, with special consideration of the regulatory context introduced by Law No. 14,300/2022.This study is quantitative and descriptive in nature, based on an analysis of time series data related to the evolution of the MMGD, the billed market, Distribution Revenue (Portion B), the Distribution System Usage Tariff (TUSD), and the distributor’s operational performance. The data were obtained from public databases of the National Electric Energy Agency, the Energy Research Company, the Brazilian Institute of Geography and Statistics, and financial reports from Celesc-D, and were analyzed using graphical representation, dispersion analysis, and simple linear regression. The results showed significant growth in the MMGD in Santa Catarina, with no clear signs of structural deterioration in the billed market or in the distributor’s operational performance. At the same time, there was growth in the TUSD in real terms and the Distribution Revenue maintained its ability to recover.Thus, although some of the observed rate behavior is consistent with mechanisms discussed in the literature on the utility death spiral, insufficient evidence was found to confirm the structural occurrence of this hypothesis in the Celesc-D concession area over the time horizon analyzed. Furthermore, the results indicate that the changes introduced by Law o 14,300/2022 did not have significant effects on the distributor’s economic equilibrium in the years immediately following its enactment, due to the transition period and the phased implementation of charges provided for by the legal framework. |
