A gestão dos fortes e das fortalezas na Grande Florianópolis pelas instituições públicas locais responsáveis

Abstract

A ilha de Santa Catarina, devido à sua posição estratégica no Atlântico Sul, foi alvo de disputas entre Portugal e Espanha no século XVII, na busca por limites na Bacia do Prata. Em 1737, Portugal estabeleceu a primeira guarnição militar na ilha de Santa Catarina e, no ano seguinte criou a Capitania de Santa Catarina, que teve como seu primeiro governado o Brigadeiro Silva Paes, que foi o responsável pela construção de diversos Fortes e Fortalezas, que garantiram a defesa da ilha de Santa Catarina. A importância deste tema se dá pela existência, hoje, na Grande Florianópolis de Fortes e Fortalezas, do século XVII e XVIII, alguns em bom estado de conservação, outros em ruínas, que contam a história e fazem parte do patrimônio histórico e cultural e estão sob responsabilidade de instituições públicas. O objetivo deste Trabalho de Curso é mapear instituições e legislações inerentes à gestão dos fortes e fortalezas da Grande Florianópolis. A pesquisa foi realizada por meio de visitas aos fortes, fortalezas e às instituições públicas com responsabilidade administrativa sobre esse patrimônio histórico, na bibliografia e na legislação existente sobre assunto. Os resultados da pesquisa identificaram a possibilidade de obtenção de recursos públicos orçamentários, extraorçamentários e privados, com base na legislação vigente para manutenção, conservação e restauração do patrimônio imobiliário histórico.

The island of Santa Catarina, due to its strategic position in the South Atlantic, was the target of disputes between Portugal and Spain in the seventeenth century, in the search for limits in the Silver River. In 1737, Portugal established the first military garrison on the island of Santa Catarina and the following year created the Captaincy of Santa Catarina, which had as its first government brigadier Silva Paes, who was responsible for the construction of several Forts and Fortresses, which ensured the defense of the island of Santa Catarina. The importance of this theme is due to the existence, today, in the Greater Florianópolis of Forts and Fortresses, from the seventeenth and eighteenth century, some in good condition, others in ruins, which tell history and are part of the historical and cultural heritage and are under the responsibility of public institutions. The objective of this Course Work is to map institutions and legislation so long to manage the forts and fortresses of Greater Florianópolis. The research was carried out through visits to the forts, fortresses and public institutions with administrative responsibility for this historical heritage, in the bibliography and in the existing legislation on the subject. The results of the research identified the possibility of obtaining public budgetary, extrabudgetary and private resources, based on current legislation for maintenance, conservation and restoration of historical real estate assets.
