Relações Artificias e Inteligência Internacional: a Inteligência Artificial e a Semiperiferia.

Abstract

O trabalho em questão realiza o levantamento de variáveis pertinentes às Relações Internacionais no intuito de dimensionar o impacto da Inteligência Artificial. Para isso, é definido o conceito de tecnologia; o atual estágio das Tecnologias da Informação e Comunicação e seus desdobramentos práticos; o status da transição tecnológica tensionada pela Indústria 4.0; para finalmente entrar no mérito do debate sobre o que é a Inteligência Artificial e como ela funciona e se relaciona com o campo de Relações Internacionais. Subsequentemente, aborda-se as superestruturas que dimensionam o processo de reprodução do capital, valendo-se sempre do último paradigma tecnológico. Para isso, são explicadas as seguintes categorias: Hegemonia – como ela influencia o poder e se reproduz no Sistema Internacional -; Imperialismo – observa-se a categoria e se realiza uma avaliação de sua pertinência a atualidade, instrumentalizando-a a fim de compreender as dinâmicas de expropriação e acumulação do capital internacional -; Semiperiferia – dimensiona-se o problema da geografia econômica frente aos paradigmas da tecnologia, observando o resultado decorrente da adoção desta nova tecnologia e como ela afeta a semiperiferia em detrimento do centro orgânico do capital. Por fim, são discutidos os principais agentes envoltos na problemática, tanto ao que se refere as Empresas Multinacionais – e a condição das Relações Artificiais internalizadas por elas – como os Estados – e a continuação dos conflitos por novos meios ainda inexplorados em sua plenitude, mas que inerentemente possibilitarão uma mudança metodológica.

The work in question surveys the variables relevant to International Relations in order to dimension the impact of Artificial Intelligence. For this, the concept of technology is defined; the current stage of Information and Communication Technologies and their practical developments; the status of the technological transition tensioned by Industry 4.0; to finally enter the merit of the debate on what is Artificial Intelligence and how it works and relates to the field of International Relations. Subsequently, the superstructures that dimension the reproduction process of capital are addressed, always making use of the latest technological paradigm. For this, the following categories are explained: Hegemony - how it influences the power and reproduces itself in the International System -; Imperialism - the category is observed and an evaluation is made of its relevance today, using it to understand the dynamics of expropriation and accumulation of international capital -; Semi-periphery - the problem of economic geography is dimensioned in face of the paradigms of technology, observing the result arising from the adoption of this new technology and how it affects the semi-periphery to the detriment of the organic center of capital. Finally, the main agents involved in the problematic are discussed, both in what concerns Multinational Companies - and the condition of Artificial Relations internalized by them - and States - and the continuation of conflicts by new means that are still unexplored in their fullness, but that will inherently enable a methodological change.
