A gestão da pesquisa na universidade pública: o caso da Universidade Federal de Santa Catarina

Abstract

Esta dissertação tem como propósito descrever o estudo sobre a gestão da pesquisa na universidade pública, cujo objetivo foi compreender a gestão da pesquisa na Universidade Federal de Santa Catarina (UFSC) enquanto instituição social. Para atender a esse propósito, considerando que a pesquisa apresenta-se como um dos pilares da universidade, e esta é concebida como uma instituição social cuja gestão necessita considerar a sua relação com a sociedade, configurou-se como objetivos específicos descrever a política pública de pesquisa no contexto da UFSC; identificar a política, as diretrizes e a estrutura da pesquisa na UFSC; analisar as ações ? práticas, avanços e limites ? da gestão da pesquisa nessa instituição e apresentar sugestões para a gestão da pesquisa nesse espaço, na perspectiva da universidade como instituição social. O estudo fundamentou-se, teoricamente, nos aspectos da administração universitária, com um breve histórico da universidade no Brasil, um debate sobre a universidade como instituição social (CHAUÍ, 2001) e a gestão das universidades públicas. Nesse contexto teórico, abordou-se a gestão da pesquisa, discutindo-se as políticas públicas de ciência e tecnologia, e a gestão da pesquisa nas universidades públicas. Para atender aos objetivos estabelecidos, recorreu-se a uma pesquisa qualitativa e explicativa realizada por intermédio de um estudo de caso. Os dados foram coletados por meio de documentos de gestão e regulamentos e por meio de entrevistas semiestruturadas realizadas com os coordenadores de áreas da Pró-Reitoria de Pesquisa da UFSC, órgão central de gestão, e com líderes de grupos de pesquisa dos centros de ensino da Universidade, o que totalizou dezessete entrevistas, analisadas por meio de análise de conteúdo de Bardin (2011). A análise do conteúdo das entrevistas culminou em dezoito categorias alocadas em quatro temas instituídos com base nos objetivos específicos do trabalho: a política pública de pesquisa no contexto da UFSC; a política, as diretrizes e a estrutura da pesquisa na UFSC; as práticas da gestão da pesquisa na UFSC e reflexões sobre o papel da pesquisa produzida e sua relação com a sociedade. A partir da análise das entrevistas, foi possível perceber que a gestão da pesquisa possui desafios, visto que a própria pesquisa nas universidades parte de um processo ainda recente no país; que se trata de uma universidade ainda distante da sociedade, que prescinde de participação da comunidade nas pesquisas e que, para isso, precisa investir mais em divulgação e popularização da ciência. Observou-se, contudo, que há aspectos positivos elencados pelos pesquisadores, assim como processos em andamento e possibilidades de melhorias. Ao final, como contribuições para a gestão da pesquisa, para a gestão universitária e para a relação universidade e sociedade, foram apresentadas sugestões, com base na análise realizada por meio do olhar dos diferentes gestores da pesquisa, a fim de fortalecer a pesquisa na UFSC e o papel da universidade como instituição social.

Abstract: This dissertation aims to describe the study on research management at the public university. The objective was to understand the research management at the Federal University of Santa Catarina (UFSC) as a social institution. Take into consideration that the research presents itself as one of the pillars of the university, and this is conceived as a social institution whose management needs to consider its relationship with society. In order to achieve the main objective, the following specific objectives were proposed: to describe the public politics of research in the context of UFSC; to identify the policy, guidelines and research structure at UFSC; to analyze the actions of the research management in this institution and to present suggestions for the management of research in this context. The study was based theoretically on the aspects of university administration and consequently, we cover the following themes: a brief history of the university in Brazil, a debate about the university as a social institution (CHAUÍ, 2001) and the management of public universities. In the scope of university management, the management of research, which involves the public policies of science and technology, and the management of research in public universities. In order to respond to the established objectives, we used qualitative and explanatory research carried out through a case study. The data were collected through management documents and regulations and through semi-structured interviews conducted with the coordinators of areas of the Research Office of the UFSC, the central management body, and with leaders of research groups at the University, which totaled seventeen interviews, analyzed through content analysis by Bardin (2011). The content analyses of the interviews culminated in eighteen categories allocated in four themes based on the specific objectives of the work: public research policy in the context of UFSC; the policy, the guidelines and the research structure at UFSC; the practices of the management of the research in the UFSC and reflections on the role of the produced research and its relation with the society. From the analysis of the interviews, it was possible to perceive that the research management has challenges, since the own research in the universities starts from a process still recent in the country; that the university is still far from society, which does not involve community participation in research and as consequence needs to invest more in the dissemination and popularization of science. It was observed, however, that there are positive aspects listed by the researchers, as well as processes in progress and possibilities for improvement. Finally, as contributions for the management of research, for university management and for the relationship between university and society, suggestions were presented, based on the analysis carried out through the different managers of the research, in order to strengthen the research at UFSC and the role of the university as a social institution.
