O efeito da eficiência técnica relativa de universidades brasileiras no desenvolvimento econômico local

Abstract

Este estudo teve como objetivo investigar qual o efeito da eficiência das universidades federais no desenvolvimento econômico da área geográfica em que operam. Para isso, fez-se necessário a análise em duas fases para a primeira buscou auferir a eficiência de 37 universidades federais brasileiras por meio da Análise Envoltória de dados (DEA). Para a segunda fase na qual investigou o efeito da eficiência das universidades no desenvolvimento econômico local por meio de regressão, a amostra foi composta por 34 microrregiões universitárias totalizando 344 munícipios. Dentre os resultados evidenciados destacam-se que: (i) as variáveis Indicadores de Eficiência, Salário e Remunerações, mostraram-se significantes por meio da regressão com o PIB per capita (variável econômica); (ii) que a variável Indicador de eficiência das Universidade representa 37% no modelo proposto o desenvolvimento econômico representado pela variável PIB per capita, de forma positiva e significativa; (iii) para a regressão da variável pessoal ocupado (empregado), as variáveis salários e Remunerações, população em habitantes e mais de uma universidade na microrregião revelaram-se significantes as variáveis salário e remunerações e população em habitantes significantes ao nível de 1%, e variável mais de uma universidade ao nível de 10%. Conclui-se que os indicadores de eficiência técnica relativa das universidades analisadas afetam positivamente o desenvolvimento econômico local, representado pela variável PIB per capita, no entanto não se pode inferir que os indicadores de eficiência melhoram a quantidade de pessoal empregado. Contudo, tais resultados devem ser interpretados com cautela, em função do acesso temporal das variáveis utilizadas no modelo e de distintas localidades de algumas instituições, recomendando que futuras pesquisas investiguem outros elementos que possam explicar as diferenças encontradas, como também se torna relevante estudo com mais variáveis para perceber o real impacto da eficiência no desempenho econômico local. Por fim, salienta-se que a análise do efeito das Universidades no desenvolvimento econômico é importante para (a) determinar os resultados de suas influências acerca do desenvolvimento sustentável nos diferentes níveis de bem-estar econômico e social (b) entender como as variáveis de eficiência das universidades assim como as variáveis concernentes ao desenvolvimento econômico, frutos do papel das Universidades na sociedade é a chave para fomentar as políticas do desenvolvimento econômico sustentável.

Abstract: This study aimed to investigate the effect of the efficiency of federal universities on the economic development of the geographic area in which they operate. In order to do so, it was necessary to analyze the two phases of the first one, in order to obtain the efficiency of 37 Brazilian federal universities through Data Envelopment Analysis (DEA). For the second phase in which it investigated the effect of university efficiency in local economic development through regression, the sample consisted of 34 university microregions totaling 344 municipalities. Among the results, we highlight that: (i) the variables Indicators of Efficiency, Salary and Remuneration, were significant by regression with GDP per capita (economic variable); (ii) that the variable Indicator of efficiency of the University represents 37% in the proposed model the economic development represented by the variable GDP per capita, in a positive and significant way; (iii) for the regression of the variable employed person (employee), the variables wages and Remuneration, population in inhabitants and more than one university in the microregion were significant the variables wage and salaries and population in significant inhabitants at the level of 1% and varies more than one university at the 10% level. It is concluded that the indicators of relative technical efficiency of the analyzed universities positively affect the local economic development, represented by the GDP per capita variable, however, cannot infer that the indicators of. However, such results should be interpreted with caution, due to the temporal access of the variables used in the model and of different locations of some institutions, recommending that future research investigate other elements that may explain the differences found, but also becomes a relevant study with more variables to perceive the real impact of efficiency on local economic performance. Finally, it should be pointed out that the analysis of the effect of universities on economic development is important in order to (a) determine the results of their influence on sustainable development at different levels of economic and social well-being (b) efficiency of universities as well as variables related to economic development, fruits, of the role of universities in society is the key to fostering sustainable economic development policies.
