Indicadores para avaliar práticas de sustentabilidade nas instituições federais de ensino superior brasileiras

Abstract

O presente estudo teve como objetivo propor indicadores de sustentabilidade adaptados à realidade das instituições federais de ensino superior IFES brasileiras, considerando os contextos normativo, administrativo, político-cultural e socioeconômico. O estudo fundamentou-se em uma pesquisa sistemática na qual levantou-se um universo de aproximadamente 2.000 artigos na qual foi possível observar uma evolução das ferramentas de sustentabilidade ao longo de 23 anos. As ferramentas de maior incidência dentre os anos de 2016 e 2017 foram: Sustainability Tracking, Assessment and Rating System (STARS), Sustainability Assessment Questionnaire (SAQ) e Assessment Instrument for Sustainability in Higher Education (AISHE). Dentre eles, o STARS foi escolhido como eixo principal deste estudo, em função de sua amplitude conceitual e objetividade metodológica. A partir das áreas de atuação institucional analisadas, a de operações foi selecionada como principal, a fim de atender critérios de objetividade quanto às possibilidades de verificação e de implementação de tais práticas. Os indicadores selecionados foram qualificados e validados por meio de questionário junto a especialistas da área, servidores atuantes na área técnica e professores que estivessem envolvidos com ações de sustentabilidade nas instituições, com horizonte de aplicação nas Instituições no curto prazo (1 a 4 anos). Considerando a necessidade de representar diferentes realidades institucionais no estudo, optou-se por organizações participantes do Fórum de Gestão Integrada das Instituições Federais de Ensino de Santa Catarina (FORGIFESC), que compreendem as Instituições de Ensino Superior Federais de Santa Catarina - Instituto Federal Catarinense (IFC), Instituto Federal de Santa Catarina (IFSC), Universidade Federal da Fronteira Sul (UFFS) e Universidade Federal de Santa Catarina (UFSC). Como resultado foi possível, por meio da análise por triangulação e validação junto aos especialistas, propor 19 indicadores de sustentabilidade distribuídos nos seguintes critérios: Ar e Clima, Edificações, Energia, Alimentos e Serviços de Refeição, Solo, Compras, Transporte, Desperdício e Água. Esta pesquisa possibilitou aprofundar a compreensão teórica e a reflexão científica sobre o fenômeno estudado, bem como oferecer uma ferramenta de gestão da sustentabilidade aplicável às IFES brasileiras.

Abstract : The present study aims to propose sustainability indicators adapted to the reality of the federal institutions of higher education in Brazil, considering the normative, administrative, political-cultural and socioeconomic contexts. The study was based on a systematic research in which a universe of approximately 2,000 articles was raised, in which it was possible to observe an evolution of the tools of sustainability over 23 years. The tools of greatest incidence between the years 2016 and 2017 were Sustainability Tracking, Assessment and Rating System (STARS), Sustainability Assessment Questionnaire (SAQ) and Assessment Instrument for Sustainability in Higher Education (AISHE). Among them, the STARS was chosen as the main axis of this study, due to its conceptual breadth and methodological objectivity. From the areas of institutional performance analyzed, was selected operations as the main one, in order to meet criteria of objectivity regarding the possibilities of verification and implementation of such practices. The selected indicators were qualified and validated by means of a questionnaire with specialists in the area, employees working in the technical area and teachers who were involved in sustainability actions in the institutions, with a horizon of application in the Institutions in the short term (1 to 4 years). The Forum of Integrated Management of the Federal Institutions of Education of Santa Catarina (FORGIFESC), which includes the Federal Higher Education Institutions of Santa Catarina - Federal Institute of Santa Catarina (IFC), Federal Institute of Santa Catarina (IFSC), Federal University of Southern Border (UFFS) and Federal University of Santa Catarina (UFSC), was chosen as sample space for the study, because it contains different typologies and Brazilian institutional realities. As a result, it was possible, through the analysis by triangulation and validation to the specialists, to propose 19 sustainability indicators distributed in the following criteria: Air and Climate, Buildings, Energy, Food and Meals, Soil, Procurement, Transport, Waste and Water. This research made it possible to deepen the theoretical understanding and the scientific reflection on the studied phenomenon, as well as to offer a sustainability management tool applicable to the Brazilian IFES.
