A crítica genealógica de Michel Foucault às governamentalidades do liberarismo

Abstract

O objetivo principal deste trabalho é explicitar/analisar A Crítica genealógica de Michel Foucault às governamentalidades do liberalismo. No primeiro capítulo, procuramos realizar uma discussão metodológica e, desse modo, evidenciar o instrumental genealógico do teórico francês, dando ênfase à explicitação das categorias centrais na compreensão das práticas de governo do liberalismo e do neoliberalismo. Buscamos, desde o início, sublinhar o caráter crítico do projeto genealógico. No segundo capítulo, visamos apresentar/discutir o advento das práticas de governo. Primeiramente, na cultura antiga, com o aparecimento do poder pastoral como governo das almas, e depois, a partir do século XVI, com a emergência da razão de Estado como forma de governo político dos homens. No terceiro capítulo, discutimos os traços centrais da governamentalidade liberal moderna: a) o aparecimento e a consolidação do mercado como instância de verdade e não como domínio exclusivo da jurisdição (veridicção do mercado); b) a questão da limitação do domínio do poder público (limitação do poder público pelo cálculo da utilidade governamental); c) o problema do equilíbrio europeu e das relações internacionais (posição da Europa como região de desenvolvimento econômico ilimitado em relação a um mercado mundial). Em seguida, analisamos o inventário genealógico do longo processo de transformação da arte liberal de governo e, assim, a emergência da governamentalidade neoliberal. No estudo das governamentalidades do liberalismo procuramos enfocar a articulação da tecnologia liberal com a biopolítica. Tendo em vista que a problematização das formas de governamentalidade transcende a discussão do liberalismo moderno e do neoliberalismo, discorremos no quarto capítulo sobre as modalidades de governo ético-político para além da experiência liberal.<br>

Abstract : The aim of this work is to describe and analyze Michel Foucault's Genealogical Critique to the governmentality of the liberalism. The first chapter offers a methodological discussion and thus, highlights the genealogical instrumental of this French theorist, emphasizing the explicitness of central categories on the process of understanding the governance practices of liberalism and neoliberalism. We sought, from the beginning; emphasize the critical nature of the genealogical project. In the second chapter, we aim to present / discuss the advent of governance practices. First, as government of the souls, by the emergence of pastoral power, in the ancient culture. Then, from the Sixteenth Century, by the emergence of the reason of the state as a form of political government of men. In the third chapter, we discuss the central features of modern liberal governmentality: a) the emergence and consolidation of the market as a site of truth and not as the exclusive domain of jurisdiction (veridiction of market), b) the issue of limiting the domain of public power (limiting public power by calculating the government usefulness), c) the problem of European balance and international relations (the Europe position as a region of immeasurable economic development in relation to the world market). Then we analyze the genealogical inventory of the long process of transformation of liberal art of the government, and thus the emergence of neoliberal governmentality. In the study of liberalism governmentalities, we focused on the articulation of technology to the liberal biopolitics. Considering that the problematic of governmentality forms goes beyond the discussion about modern liberalism and neoliberalism, the fourth chapter describes some of the ethical-political governing arrangements beyond the liberal experience.
